黄冈市采砂管理机构设置及运行机制的调研与思考

Introducing institution settings and operating mechanisms of sand excavation in Huanggang city, summarizing the main performances and inadequate, according to the related problems, in order to promote the development of sand excavation man-agement work, the author put forward some suggestions and countermeasures of government leading, law complement and institution construction.%从机构设置以及运行机制两个方面介绍黄冈市河道采砂管理的现状，总结已经取得的成效和存在的不足，针对相关问题，为进一步推动黄冈市河道采砂管理工作的开展，提出政府领导、法律配套、机构建设等对策建议。
