基于熵权—云模型的智慧城市发展潜力评价——以华东13城市为例

摘要

智慧城市发展潜力是衡量一个地区智慧城市建设能力的重要信息.从信息基础设施、科技创新能力、经济增长能力、公共服务能力、政策环境水平五个方面构建了智慧城市发展潜力评价指标体系,运用熵权法和云模型的评价模型对华东地区的部分城市进行了合理评价,最终确定出样本城市的发展潜力等级,为进一步提高智慧城市发展潜力水平提供一定的依据.%The potential for smart city development is an important measure of a regional information smart city building capabilities.This article constructs the evaluation index system of the development potential of the smart city from the five aspects of information infrastructure,scientific and technological innovation ability,eco-nomic growth ability,public service ability and policy environment level, makes a reasonable evaluation of 13 cities in East China based on entropy weight method and cloud model, and finally determine the development potential level of the sample city,so as to provide some basis for further improving the potential of smart city de-velopment.
