人的发展视角下中国省际人的城镇化水平比较研究

摘要

The core of the new urbanization is to realize people urbanization,and the basic goal of people urbanization is to protect human survival and development. The author built the evaluation index system and evaluation model to make a comparative analysis of the China's interprovincial people urbanization level. The author found that the overall level of interprovincial people urbanization is low;the gap of people urbanization level between provinces is obvious;low levels of people urbanization provinces accounts more.We should adhere to industry and urban integration,enhance industrial supporting capacity;establish the concept of circular economy,take the road of sustainable development;increase the ability of effective supply of public services,promote the equalization of public services;innovate management system,improve the governance ability of government to promote people urbanization effectively.%新型城镇化的核心要求是实现人的城镇化，人的城镇化的根本目标是保障人的生存和发展。通过建立评价指标体系和评价模型，对中国省际人的城镇化水平进行比较分析。发现中国省际人的城镇化整体水平偏低；省际间人的城镇化水平差距明显；低水平人的城镇化省份占比重大。认为有效推进人的城镇化应坚持产城融合，提升产业支撑能力；树立循环经济理念，走可持续发展道路；提高公共服务的有效供给能力，推进公共服务均等化；创新管理制度，提高政府治理能力。
