湖南经济发展与水资源利用关系研究

摘要

Based on de-linking and re-linking theory ,the paper measures the relationship of water resources utilization and eco-nomic development in Hunan Province ,and analyzes the relationship of Hunan Water resources utilization and economic devel-opment from 2000 to 2010 ,and dose comprehensive analysis in four aspects ,such as ,total water consumption and economic growth ,industrial water consumption and industrial economic growth ,agricultural water consumption and agricultural econom-ic growth ,domestic water consumption and the urbanization rate .The research shows that the relationship of water resources utilization and economic development in Hunan Province is in a relative satisfactory state .Among them ,the relationship of ag-ricultural water consumption and agricultural economic growth is the best ,it reaches absolute decoupling relations in the six years and the total water consumption and economic growth are followed ,and it has five years to attain absolute decoupling re-lations in evaluation of the total water consumption .The relationship in industrial water consumption and industrial economic growth and domestic water consumption and the urbanization rate are in the most unsatisfied status ,it has five years to attain outstretched re-linking relations in evaluation of the domestic water consumption .De-linking and Re-linking are appearing alter-nately in the evaluation results ,and development contradictions still exist in Hunan Province .The paper suggested that the ef-fective measurements should be taken to solve the contradictions between economic development and water resources utilization .%基于“脱钩”、“复钩”理论对湖南水资源利用与经济发展的关系进行测度，从总用水量与经济增长、工业用水量与工业经济增长、农业用水量与农业经济增长以及生活用水量与城镇化率四个方面对湖南2000-2010年水资源利用与经济社会发展关系进行综合分析。结果表明，湖南经济社会发展与水资源利用关系处于相对理想状态。其中，农业用水量与农业经济增长关系最理想，有6个年份达到绝对脱钩状态；总用水量与经济增长次之，有5个年份达到绝对脱钩状态；工业用水量与经济增长关系、生活用水量与城镇化率关系呈相对不理想状态，在生活用水量评价中有5个年份达到扩张复钩状态。在各评价结果中“脱钩”与“复钩”交替出现，湖南经济发展与水资源利用关系仍存在发展矛盾。建议采取有效措施应对经济发展与水资源利用之间的矛盾。
