产业转移下自主创新能力提升途径与机制研究--以衡阳市为例

摘要

自主创新是产业转移的前提和原生动力。湘南国家级承接产业转移示范区成立以来，衡阳市承接产业转移取得了长足发展，但是衡阳市自主创新能力建设落后于承接产业转移。层次分析法的结果显示衡阳市2011—2015年的自主创新综合能力在全省排位中等，衡阳市自主创新能力提升途径可以概括为“一大主体、三大平台、八大工程”，并且应从领导机制、投入机制、体制改革、创新环境等方面完善机制。%Independent innovation is the premise and primary power of industry transition.Since the founding of the national demonstration zone of industry transition undertaking by South Hunan Province, the industry transition undertaking by Hengyang has achieved a rapid progress.However,the independent innovation capability in Hengyang falls behind its industry transition.Based on establishing the index system of independent innovation,utilizing Analytic Hierarchy Process (AHP), this article analyses the independent innovation capability in Hengyang from 2011 to 2014 and reaches a conclusion that the in-dependent innovation capability in Hengyang is seated the medium position in Hunan Province.Finally,this article proposed the approaches and mechanism of improving the independent innovation capability in Hengyang.
