The process of regional integration will produce a "siphon effect" and its motivation lies in the emergence of Headquarters economic effects as well as in the different effects of the process of regional integration on advanced and backward regions. There is a need for correctly understanding this phenomenon of "siphon effect" and coordinating regional development.
