科普政策议程设置的多源流模型分析——以《中华人民共和国科学技术普及法》为例

采用＂多源流模型＂的概念框架,对《中华人民共和国科学技术普及法》的议程设置的问题流、政治流和政策流进行了考察。解决科普工作内在管理问题的需求和各有关部门、地方政府的科普立法的先期实践,法轮功事件的发生则形成了一个触发机制,＂政策之窗＂被打开,最终导致《科普法》的议程设置和及其制定。%Using the multiple-streams framework,the paper makes a case study of the agenda-setting process of The Law on Science Popularization of the People＇s Republic of China.Solving the urgent problems of the science popularization work,the prior experimentation by local governments and the Falungong Event offers an opportunity for policy-making,thus leading to the agenda setting and its enactment of the Law on Science Popularization.
