基层政府是处理群体性事件的第一官方主体，基层政府的能力与水平，直接关系并影响着群体性事件的发展趋势及最终结果。通过研究，发现基层政府存在诚信度降低导致权威减弱、权责不匹配导致政府“不作为”、注重短期效果导致维权途径减少和信息公开不全导致官民矛盾激化等不足，通过采取上级政府权力下放、完善基层政府责任追究制度、提高政府公务人员素质和利用现代化信息技术手段等措施提高基层政府应对群体性事件的能力。%Grass-roots government is the first official dealing with mass incidents .Its ability and level are direct relationship and affect the develop-ment of the mass incidents and the final result.Through the study found that grass-roots government integrity decrease lead to a decrease in the au-thority does not match the power and responsibility which the government "inaction", pay attention to short-term effect, as a result of public rights of way to reduce and information is not complete officer people escalation, which need to take the superior government decentralization, improve the system of grass-roots government responsibility, improve the public service personnel quality and the use of the modern information technology, constantly improve the level of basic-level government's ability to deal with mass incidents.
