改革成本视阈下的政府自利性问题检视

摘要

自利性已经成为当前政府的一个属性。从改革成本分担的视角，可以将政府自利性问题转化为政府与民众在承担责任与义务方面存在的明显差距，即改革成本分担的官民失衡问题。以此为视角，阐释政府自利性问题的现实呈现、主要方式及深层症结，有助于对当前我国政府这一问题作出明晰检视，为防范和治理提供坚实的认知基础。%The government selfishness has been an attribute of the current government selfishness can be transformed into the significant gap between the government and the populace in undertaking duty and obliga- tion.
