在互联网环境中重寻“世界信息与传播新秩序”

摘要

全球权力转移和其他国际政治格局的变动，为信息传播领域带来新动力，而互联网则成为全球竞争的新场域。20世纪70-90年代的“世界信息与传播新秩序”运动有得有失，如今仍有其积极意义，启示了在互联网平台上类似运动开展的可能性。当前由美国主导的互联网信息秩序仍然是不平等和不均衡的，一种新秩序亟待建设。在建设过程中，可能从之前运动中获得启迪，而新的形势和条件要求重寻理念、重塑主体、重建制度，在多元化格局中寻找秩序建立的思路与途径。%Global power shifts have brought changes to international communications and information flow.Internet has become the major area of global competition.This paper aims to revisit the New World Information and Communication Order ( NWI-CO) movement, which took place from 1970s to 1990s, and predicts the possibility of similar movements in the new environ-ment of Internet.It is found that the global order on Internet is unequal and imbalanced, with the U.S.as the most powerful force.In search of the new order, it is strongly suggested that we should reconsider the subjectivity, rediscover the core values and rebuild the coordinative mechanism.
