权力二重性视域下学术腐败的生成逻辑与治理路径

摘要

The current academic corruption is increasingly worse,which has seriously endangered China′s aca-demic ecological environment.Academic corruption happens because of many reasons,of which the most important one is the centralization and abuse of the academic power.Academic corruption in nature is a kind of power corrup-tion,deriving from the internal publicness and rationality of the academic power.Analysis based on the duality of publicness and rationality will help us correctly understand the nature of academic corruption.Academic corruption governance need to change the mode of thinking,putting emphasis on management of the academic power by restric-ting it,dividing it and building a mechanism to supervise it,so as to form a reasonable system of academic power governance and improve the effective governance of the academic corruption.Academic corruption and political cor-ruption form a symbiosis,which causes the dislocation of academic power and administrative power.For the man-agement of academic corruption,it is not only the inevitable requirement to purify the academic environment,but al-so the way to create a sound political ecology.%学术腐败问题已严重危及中国的学术生态环境.学术腐败产生的原因很多,学术权力内驱集中与滥用是重要原因之一.学术腐败的实质是学术权力腐败,源于学术权力内部"公共性"与"代理性"的二重性.以权力二重性作为剖析学术腐败的切入点,能够促使我们正确认识学术腐败的本质,从而改变治理学术腐败的思维方式,将重点放在治理学术权力上,即通过限制学术权力、分割学术权力和建立学术权力监督机制三个环节,形成合理的学术用权机制,促成学术腐败的有效治理.学术腐败多与政治腐败共生,其背后掺杂了学术权力与行政权力的错位,因此,加大对学术腐败的治理,既是净化学术生态的必然要求,也是营造良好政治生态的重要路径.
