中国与海上丝绸之路非洲沿线国家的贸易发展态势、问题与共建思路

摘要

提升中国与海上丝绸之路非洲沿线国家的经贸合作水平，打造中非经贸合作升级版，是中国共建“21世纪海上丝绸之路”中的重要环节。中国与这一区域9国的贸易属于互补性贸易，近几年快速增长，但双方贸易规模偏小而且不平衡，仍有相当大的提升空间，同时贸易结构有待优化。因此，要在共建“21世纪海上丝绸之路”和打造“中非合作升级版”的战略下，提升双方经贸合作关系。建议双方共建“21世纪海上丝绸之路”沿“基础设施互联互通、贸易自由化投资便利化、发展援助与政治互信、海上安全合作”四大战略方向，分“非洲内部、外部和海上驿站”三大空间路径和“近、中、远期”三层时间路径展开，构建“论坛、博览会、融资”三大保障平台。%To enhance the level of economic and trade cooperation between China and African countries along the Mar-itime Silk Road, and to create an upgraded version of the Sino-African economic and trade cooperation, are an important part of China’s“21st Century Maritime Silk Road”. The trade between China and nine countries in this region belongs to com-plementary trade, and it has increased rapidly in recent years. However, the trade scale between the two sides is small and there is still considerable room for improvement. Meanwhile, the trade structure should be optimized as well. It is suggested that the two sides can upgrade the level of economic and trade cooperation along the following strategic directions:“infrastructure in-terconnection, the liberalization of trade and investment facilitation, development assistance and mutual political trust, maritime security cooperation”, with three approaches in space“Africa internal, external and offshore station” and three approaches in time“short-term, medium-term and long-term”, and construction of three security platforms“forum, exhibition, and fi-nancing”.
