“跨太平洋伙伴关系协定”（TPP）对 APEC 的影响分析

This paper argues that as a US leading regional trade agreement of “high standard” and “high quality”in the 21st century, TPP has a dual impact on unrestricted APEC. On the one hand, TPP can push the negotiations in APEC, provide a new mode for the Asia-pacific region to consolidate the existing trade agreements, and be conducive to promoting regional economic integration. On the other hand, TPP challenges the unrestricted mechanism of APEC and weakens its lead-ing position in economic cooperation of the Asia-pacific region. So the U.S. regional policy turning from APEC to TPP causes a great change in the situation in the Asia-pacific region. Only with mutual interaction can they create a win-win situation and promote further the development of regional economic integration.%本文认为由美国主导的TPP作为21世纪“高标准”、“高质量”的区域贸易协定，对于非约束性的APEC具有双重的影响。一方面，TPP有利于推动APEC的谈判进程，它为亚太地区提供新的模式，巩固现有的贸易协定，并有利于区域经济一体化的推进；另一方面，TPP又对APEC的软约束机制形成挑战，削弱它在亚太区域经济合作中的引领地位。美国区域政策由APEC转向TPP，使亚太地区格局发生重大改变。只有加强双方的互补互动，形成互利共赢，才能进一步推动区域经济一体化的发展。
