The work shift is benefitial for encouraging cadres, fighting corruption and optimizing the cadres group. However, up till now, there has been no unified rules and regulations for the work shift inside the govern-ment institutions of the basic level, and some problems still wait to be solved. Take Jinjiang as the example, it has set up the 14-year-long work shift system since 2002, and has gradually formed the unique procedure, innovative measures and supervision system, which effectively reduces the inference of human factors in the process of cadres selection and inspires their working vitality. The experience from Jinjiang has reference values for improving the effect of work shift on other areas.%干部交流轮岗能有效激励干部,遏制腐败,优化干部队伍配置,然而当前基层机关事业单位内部人员轮岗缺乏统一的规章制度,各地在探索过程中也出现了一定的问题。晋江从2002年开始进行了为期14年的干部交流轮岗制度建设,逐步形成了相应的制度、程序及相关创新手段与监督方法,有效减少了干部选拔过程中人为因素的干扰,激发了干部的工作活力,该经验对其他地区干部轮岗具有一定的借鉴意义。
