闽台科技竞争力比较分析与提升策略

摘要

Human resources and funds in research and development were compared between Fujian and Taiwan to investigate the current status of scientific and technological competitiveness in the two provinces.The input and output in research and development in Fujian are analyzed.Accordingly the countermeasures to promote scientific and technological competiveness in Fujian are proposed as follows.(1)Increase fund and human input,and strengthen encouraging measures.(2)Increase input in fundamental research. (3)Perfect the appraising system of science and technology,and intensify the institutional innovation.%通过比较闽台 R＆D 人力资源、经费投入等方面，反映两地科技竞争力的现状，在此基础上分析福建 R＆D 投入与产出存在的问题，并提出提升福建科技竞争力的对策：（1）加大资金和人力投入，强化激励措施；（2）增加对基础研究的投入；（3）完善科技评价体系，强化制度创新。
