借鉴PPBES制度核心理念加强我军装备发展系统分析力量建设

摘要

在剖析PPBES（planning ，programming ，budgeting and execution system）制度核心理念---系统分析思想的基础上，阐述了借鉴这一思想对于提高我军装备建设效益具有的重要意义。从机构、机制和信息系统等3个方面，提出了加强我军装备发展系统分析力量建设的重要举措。%Based on studying PPBES's core idea ─ system analysis think ,the paper states the significance of using the idea for reference to raise the effectiveness of PLA's equipment building . From the aspects of institution ,regulations ,and information system ,the important measures are put forward on strengthening the force building of system analysis of PLA's equipment development .
