Through the study of the theoretical knowledge of engineering rules, this paper conducts an analysis of the ration principle, value demands and normative sources of engineering rules on a philosophical level as well as describes the relationship between rules and order. This paper also discusses the significance of engi-neering rules from the aspects of engineering ration and engineering values, pointing out that engineering rules are standards of behavior obeyed by engineering subjects based on the ration principle to provide knowledge for en-gineering subjects on what should (or should not) be done and how to do it. The paper further clarifies the intrinsic link between the implications and technical requirements of engineering rules, contending that the provisions of technical requirements of engineering rules are aimed at achieving engineering ration and engineering values. Combined with engineering practice, the implications and implementation paths of engineering rules in construc-tion works are also analyzed from the three aspects of sturdiness, practicality and aesthetics. from the rugged, practical and aesthetic.%通过对工程规则的知识论研究，在哲学层面上分析了规则的理性原则、价值诉求和规范性来源，叙述了规则与秩序的关系。从工程理性与工程价值方面探讨了工程规则的意义，指出工程规则是工程主体在基于理性原则下遵守和服从的行为规范，为工程主体提供工程应当（或禁止）怎么做以及如何去做的知识。阐明了工程规则的意涵与技术规定性之间的内在联系，认为工程规则的技术规定性旨在实现工程理性与工程价值。结合工程实践，从坚固、实用和美观三个方面分析了建筑工程规则的意涵及其实现路径。
