To address the problem that the current bidding evaluation method cannot effectively reflect the detailed requirements of tenderer,a novel evaluation model was established to deal with the specific objectives of tenderer.The feasibility of the model was verified based on an engineering project.Five levels of linguistic assessment variables were introduced in the model.Based on these variables,project objectives and evaluation indicators were converted into triangular fuzzy numbers for quantitative assessment.The evaluation results were achieved by using algorithms such as fuzzy average operator,triangular fuzzy number expectation and synthesis principle based on fuzzy set theory.The results showed that the selected bidders can meet the requirements of the tenderer for specific project objectives,and the evaluation results were objective and effective.%针对当前评标模型或方法普遍存在的未能考虑招标人具体项目目标要求的问题,加入了对招标人要实现的具体项目目标的评价以建立一个科学合理的评标应用模型,并用工程实例验证模型的可行性.该模型引入五级语言评审变量,把评标人通过语言变量对项目目标、评价指标进行的评价转换为三角模糊数以量化,通过模糊平均算子、三角模糊数期望及模糊关系的合成原理等基于模糊集理论的算法获得评标结果.研究结果表明:模型筛选出的投标人能满足招标人对具体项目目标的要求,评价结果客观真实.
