清末民初大学学费政策的演变历程同时也是近代中国政治和经济结构变化的反映。通过在各类大学之间、大中小学之间、大学学费与各阶层收支情况之间进行的比较分析可以发现，清末民初的大学学费对于一般家庭来说并不能算是沉重的负担，收入稍低的可以把子女送入公立大学，收入较高的可以把子女送入私立大学，甚至是教会大学。从接受高等教育的投入产出比而言，其效益还蔚为可观。%The process of the evolution of university tuition policies reflected the changes of the political and economic structure of modern China during the period from Late Qing Dynasty to Early Republic of China. By comparing and ana-lyzing on various types of universities,universities and schools,university tuition fees and the income and expenditure of all classes,the research shows college tuition was not a heavy burden for the average families. Lower families could send their children to public universities, higher family could send their children to private universities, or even Christian col-leges. From the angle of input-output ratio the tuition of the higher education was very worthy.
