水质目标管理技术的研究--比弗河流域TMDL计划执行案例研究

摘要

The target of TMDL program formulation and implementation was to identify the choice of pollution control unit and its land use status. The control measures would be put forward from the unit point source and non-point source pollutants concentration of emission and its total discharge according to the grade, region, type, and term. This promoting the whole basin executed the best watershed management and pollution control plan to meet the water quality target management requirements. In this paper, taking the TMDL program of Beaver Creek watershed in the US as a case, then the plan content of water quality target management technology, implementation and evaluation would be analyzed brielfy, and the revelation of water environment management in China was put forward.%TMDL计划制定与实施的目标是识别具体污染控制单元及其土地利用状况，根据分级、分区、分类、分期来对单元内点源和非点源污染物的排放浓度和总量提出控制措施，从而促进整个流域执行最好的流域管理与污染控制计划，达到水质目标管理要求。本文以美国比弗河流域TMDL计划执行案例为研究对象，简要分析了水质目标管理技术的计划内容、实施情况及效果评估，并提出了对我国流域水环境管理的启示。
