基于协商民主管理视角的学生议事会论析

摘要

学生议事会是一种架构于现代大学民主管理框架下的议事组织和协商平台，具有较为深层的民主意蕴，如议事范围的普遍性、话语的平等性、过程的论辩性等。同时，还具有较为积极的现代价值，如扩大了学生的公共参与、提升了学生的公民意识、推进了高校的决策科学、保障了校园的和谐稳定等。在高校推行学生议事会制度更有其内在的政治逻辑，如保障公民权利是政治民主的核心原则、注重民主协商是代议民主的必要补充、凸显公共理性是现代民主的基本要求、主张多元诉求是政治民主的价值追求、参与公共治理是民主政治的终极目标等。%Student Council is a procedure organization and negotiation platform,established under the framework of demo-cratic management of modern university.It has deep democratic meanings,such as the universality of procedure range, the equality of dialogue,the argumentative feature of process and so on.Meanwhile,it has positive modern value.For example,it enlarges students’public participation,promotes their citizenship,impels scientific decision-making of uni-versity,and ensures harmony and stability of campus.To implement Student Council system with its inherent political logic:protection of civil and political rights is a core principle of democracy;highlighting public reason is the basic re-quirement of modern democracy;advocating diverse demands is the value of political democracy;participation in public governance is the ultimate goal of democracy.
