高校科研激励政策关乎到该校科研发展态势，故而它需要充分考虑教师的个人成长、团队的凝练与构建、平台的搭建、学科的发展路径、人才培养质量的高低，进而影响的是高校的核心竞争力。所以，在高校科研政策存在两极分化、套取科研经费、轻视科研、团队散乱等背景下，有必要重新审视科研政策的激励机制，为高校科研发展提供制度保障。%The scientific research incentive polices of higher institutions are related to the developing trend of the scientific re-search, so the policies should take a full consideration of the personal growth of teachers, condense and construction of the group, establishment of the platform, developing path of the disciplines, the qualities of the cultivation talents, which can further influ-ence the core competition of the higher institution. As a result, under the background of poor-rich divide, extracting the scientific funds, belittling the scientific research, scattered group and so on in the scientific research policies, it is necessary to review the incentive mechanism of scientific policies, providing the system guarantee of the scientific development of higher institutions.
