中国高速铁路建设项目一体化管理模式研究与实践

摘要

Based on the successful experience of developed countries in the development of high-speed railway, in combination with national conditions and railway conditions of China,the concepts on the standardized man-agement of high-speed railway construction proj ects in China have been explored and taken shape,under the guidance of the principle of systematic science and the theory of modern management.As a result,the integrat-ed management mode for high-speed railway construction proj ects has been formed in practical application. Through the establishment of the integrated operation mechanism under the standardized management of high-speed railway construction,promotion of the integrated management of the interface between high-speed rail-way construction and railway transport,and implementation of the integrated system innovation for complete set of high-speed railway technologies,efforts have been made in overall planning of the construction and oper-ation of high-speed railway and consolidation of coordinated operation within and outside the railway system,in order to promote the rapid and overall development of high-speed railway in China and to achieve the goals of the “Medium and Long term Plan of Railway Network”.%在借鉴发达国家高速铁路发展成功经验基础上，结合我国国情路情，以系统科学原理及现代管理理论为指导，探索形成中国高速铁路建设项目标准化管理思路，并在实践中形成了高速铁路建设项目一体化管理模式，通过构建高速铁路建设标准化管理下的一体化运行机制、推行高速铁路建设与铁路运输接口的一体化管理、开展高速铁路成套技术一体化系统创新等途径，统筹高速铁路建设和运营两大领域，强化系统内外协调运作，以整体推进中国高速铁路快速发展，实现《中长期铁路网规划》目标。
