强化社会管理的公共服务理念

公共服务已经成为二十一世纪行政领导的本质。在同国际社会管理水平接轨和中国社会治理过程中,中国的行政领导将同政府一道经历世界经济市场化和全球化浪潮的洗礼,共同承担着自身体制改革带来的阵痛。由此,要理解公共服务的本质、理念以及公共服务的特征,认同公共服务的核心价值,从而为公共事务的有效治理、公共利益的有效实现,提供广阔的发展前景和良好的社会环境。同时在世界性的行政改革浪潮中,要求各级行政领导具有治理理念变革的愿望,更要不断提升社会管理中的公共服务能力。%Public service has become the essence of administrative leadership in the twenty-first century.During the process of approaching to the international level of social management and improving our social governance,the administrative leaders of China will,together with the government,experience the baptism of the world tide of economy marketization and globalization,and bear the pain of institutional reform.Therefore,we must understand the essence,idea and characteristics of public service and identify with the core value of public service,so as to provide a broad development prospect and a good social environment for the effective governance of public affairs and the effective realization of public benefits.Meanwhile,responding to the world tide of administrative reform,the administrative leaders of all levels must be willing to change their ideas of governance and must keep on improving their public service ability in social management.
