提高干部考察工作科学性问题研究--基于台州干部考察工作的实践探索

         

摘要

提高干部考察科学性,当前要突破评价体系的科学性、干部考察的经常性、民主参与的有效性、考察方法的创新性和考察人员的专业性等五方面的问题。要提高干部考察工作的科学性,就必须着眼于全面贯彻落实党的十八大、十八届三中全会、四中全会和全国组织工作会议精神,实施重点突破,着力抓好以下几方面工作:1.改进民主推荐,以党管干部原则的有效落实,提高干部考察的权威度。2.健全指标体系,以评价内容的科学设置,提高干部考察的全面度。3.坚持群众路线,以知情群体的广泛参与,提高干部考察工作的公认度。4.完善考察方法,以综合多元的分析比较,提高干部考察的精准度。5.加强队伍建设,以责任主体的优化组合,提高干部考察工作的保障度。%To improve the scientific level of cadre investigation,we need to achieve breakthroughs in five as-pects:the scientific level of evaluation system,the routinization of cadre investigation,the effectiveness of demo-cratic participation,the innovativeness of investigation methods,and the professionalization of investigation per-sonnel. To improve the scientific level of cadre investigation,we must eye on the all-around implementation of the spirits of the CPC’s Eighteenth National Congress,the Third and Fourth Plenary Sessions of the Eighteenth Central Committee,and the National Conference on the Organization Work,make breakthroughs in critical as-pects,and make efforts to do well the following jobs:(1)improve the democratic recommendation,and enhance the authoritativeness of cadre investigation based on the effective implementation of the“Party managing cadres”principle;(2)perfect the index system,and enhance the comprehensiveness of cadre investigation based on the scientific setting of the contents of evaluation;(3)persist in the mass line,and enhance the public acceptance of cadre investigation based on the wide participation of informed people,(4)complete the investigation methods, and enhance the accuracy of cadre investigation based on comprehensive,multi-component comparison and a-nalysis,and(5)strengthen the building of personnel,and enhance the guarantee for cadre investigation based on the optimized allocation of responsibility subjects.
