Disclosed are an apparatus and a method for learning a right answer and reviewing a wrong answer to a question that user failed to solve. According to an aspect of the present invention, the apparatus for providing study of a question that a user failed to solve comprises: a failed question selection unit to select questions wrongly answered by a user among questions given to a user; an option extraction unit to extract a right answer for each selected failed question as an option; a checking question generation unit to assign the extracted option to become an option of each question to generate a checking question to study a wrongly answered question; and a checking study providing unit to transmit the generated checking question to a user terminal to provide study of the wrongly answered question. The present invention generates a question for review which uses wrongly answered questions as options to allow a learner to study a plurality of similar questions of the same numebr of the options, thus, a single question for review enables a learner to review a plurality of questions that the learner has failed to solve.
