地方各级政府全面推行权力清单制度问题研究

摘要

Government power list system is to scientifically allocate and standardize administrative power,to build a government system with clear right boundary,rational division of labor,efficient operation and the rule of law.It is necessary to make plans and seek for the breakthrough of difficulties with the support of a rational system design and clear ideas.Transfer the authority into responsibility, change the management into services,and cut down the administrative authority into a legal,reasonable and necessary scope which is under supervision.Only in this way,"no power outside the list"is reasonable and realistic.%政府权力清单制度旨在科学配置、规范运行政府行政权力，构建权界清晰、分工合理、权责一致、运转高效、法治保障的政府职能体系。全面推行权力清单制度无法一蹴而就，亦不能一劳永逸。需要在理性的制度设计和明晰的理念支持下，统筹制定推进规划，谋求“迎难而上”的突破口。应把权力还原为责任，把管理转变为服务，将行政权力压缩到合法、合理、必要、可监督的范围，并置于阳光之下运行。唯有如此，“清单之外无权力”方是合理的、现实的。
