林业、环境政策对酸雨控制区SO2减排协同效应的测度

         

摘要

SO2是导致酸雨污染的主要成因之一,本文运用酸雨控制区(14省市)1998—2014年的数据,对引起SO2排放的经济增长以及起减排作用的森林覆盖率分别进行面板数据回归分析,结果发现符合 EKC 特征并已越过拐点的省份有11个,逐年递减的省份有2个,说明92.9%的省份 SO2排放量随着经济增长而逐年递减;林业对 SO2则有较强的吸附作用:森林覆盖率每递增1%,SO2排放量便会减少0.15%。SO2排放量逐年递减的成果,主要得益于林业与环境政策的协同制定与实施,CHOW 断点检验也证实了这一点。建议今后继续加大林业、环境政策的引导力度,从生物吸附、污染源源头控制两方面着手,进一步减轻酸雨污染。%Sulfur dioxide is one of the main causes of acid rain pollution. In this paper, by using the 1998-2014 data of the acid rain control area(14 provinces and cities), Panel data regression analysis on the economic growth of sulfur dioxide emission and on the effect of emission reduction of Acid rain coverage , and the results was showed that 11 provinces meet EKC features and have crossed the inflection point, 2 provinces were decreasing, It shows that sulfur dioxide emissions in 92.9% provinces are decreasing year by year with the economic growth. Forestry has a strong adsorption on sulfur dioxide: Forest coverage rate increased by 1%, sulfur dioxide emissions will be reduced by 0.15%. The result of Sulfur dioxide emissions year by year, mainly due to the development and implementation of forestry and environmental policy, CHOW Test also confirmed it. It was suggested to continue to increase the intensity of forestry and environmental policy guidance in the future, from the two aspects between biological adsorption and pollution source control to further reduce the acid rain pollution.
