中国公务员胜任力研究的误区、困境及对策

         

摘要

As far as it is concerned,research on civil servant's competency is tended to be a hot issue,while it is less found in China's research field.On the basis of literature review,the authors find three main misunder-standings in the researches on civil servant's competency in China,such as wrong cognition for the definition of competency,miss-controlling of the research objectivity and absence of proof-test for the competency model.Mean-while,the paper deeply explores the dilemmas for the competency research of China's civil servants.Lastly,the pa-per puts forward three measures to respond the above misunderstandings and dilemmas,for example,deeply digging out the understanding for competency,continually expanding the corporation between practical public sectors and the researchers,as well as perfecting research and utilizing methods.%公务员胜任特征模型被各国政府广泛用于选拔、培训开发等公务员管理环节。然而中国胜任力特征模型在公共部门的应用远不及发达国家,其中中国公务员胜任力研究相对滞后是导致应用受限的主要原因。本文通过梳理过往研究,发现目前研究存有对胜任力概念认知偏差、对胜任力研究过程缺少对象控制、对胜任力模型缺失校验等误区。本文重点剖析了中国公务员胜任力研究中高绩效者的选择、问卷设计、研究对象回应及研究成果应用等方面的困境,提出了加深理论概念理解、扩大理论界与实践界的合作以及精深研究实操方法等应对策略。
