公共政策制定中政府与公民的交互作用分析--基于制度理性选择框架

摘要

公共政策制定是政府与公民之间交互作用的过程。引入制度理性选择框架中行动者、行动舞台等概念来分析特定制度情境下各行动者的行为，有助于分析政策制定中政府和公民的交互作用。构建公共政策制定中政府与公民交互模式，关键在于拓宽政府与公民之间的交互作用渠道，构建多元化的利益输入机制；实现公共政策制定过程的程序化；以制度化保障交互作用发生的经常化，建立和完善相关法律法规体系。%The public policy formulation is a progress of the interaction between government and civil. Rational choice institutionalism is an approach of introducing the concept of Actor and Action Arena to analyze the behaviors under the given institutional situation, which can be used to analyze the interaction between government and civil. The key to construct the interactive model between government and civil in public policy formulation is broadening channels of the interaction between government and civil, constructing diversified interest-inputting mechanism; realizing the reutilization of public policy formulation;ensuring the normalization of the interaction by utilizing the institutionalization, establishing and perfecting the system of laws and regulations.
