北京市应急能力建设--基于社会-技术体系的视角

摘要

Modern city has integrated all kinds of material , technical, cultural and social factors, which have made up the complex system through coupling of “social system” and“technical system”.Based on the perspective of “so-ciety-technology system”, through the analysis on the text of Emergency System Development Plan of Beijing during the“12th Five-Year”, it summarizes Beijing's capacity building in emergency response and concludes that the policy in-novation shows up in design of the city's resilience, polycentric governance and comprehensive precaution .It aims to provide references for subsequent development planning of other local emergency systems .%现代城市集成了现代社会发展的各式各类的物质技术要素和人文社会要素，是“社会体系”（人的关系系统）和“技术体系”（人造物的功能系统）紧密耦合的复杂系统。以“社会-技术体系”为分析视角，对《北京市“十二五”时期应急体系发展规划》文本进行解析，发现其在应急能力建设上具有聚焦城市抗冲击力、推行多元主体治理和综合防范等创新，对今后地方应急体系发展规划编制提供一定的参考和借鉴。
