社区共同体复兴中政府的效用与角色定位

摘要

In the process of community revitalization, there is the "North Paradox" in the role of government.The government not only plays an incentive role:the government dominating the external rules of community governance, legality incentive and resource incentive, but also has the inhibitory effect:non-neutral incentive, government crowding out effects, government's bounded rationality and other government failures. Besides, the government plays a key rather than dominant role:the government acting as a changer of the rules, a provider of resources, a coordinator of interests, a supervisor of the process and so on.%在社区共同体复兴过程中, 政府角色存在"诺斯悖论".政府既发挥激励作用:政府主导社区治理外在规则的变迁、合法性激励以及资源性激励等;又存在抑制性作用:非中立性激励、政府挤出效应以及政府的有限理性等政府失灵.政府起关键而非支配作用:政府要担当规则的变迁者、资源的提供者、利益的协调者和过程的监督者等角色.
