规划环境影响评价的技术方法研究

摘要

依据可持续发展理论、生态学理论、循环经济理论及系统学理论,结合SEA系统理论的基础,研究了规划环境影响评价的理论基础,并对环境承载力、协调性、生态适宜性三大评价方法进行了阐述,探讨了规划环评的主要技术方法,实现了对规划的目标定位、规模、布局、结构的综合论证,从宏观角度对规划方案进行了综合评价.%Based on the theory of sustainable development, ecology theory, circular economy, systems theory and combining the basis of SEA systems theory, the theoretical basis of plan environmental impact assessment has been discussed, then three evaluation methods of environmental carrying capacity, coordination and ecological suitability have been elaborated, which constituted the main technical methods of PEIA.The purpose is to achieve the comprehensive demonstration of planning position, scale, layout and structure. In this way, planning program can be assessed from a macro perspective.
