新形势下农业科技社团科技服务分析与展望——以江苏省为例

摘要

Under the new situation,science and technology service is an important public service product of agricultural technology associations.Taking Jiangsu as an example,the advantages and disadvantages for agricultural technology associations in undertaking service tasks are analyzed in this article.The demand for enhancing the service capability of agricultural technology associations is also put forward.The results show that,agricultural technology associations have the characteristics of neutral position,high professionalization,strong resource integration capability,and a down to earth operation mode.At the same time,agricultural technology associations also have disadvantages as difficult transformation of government functions,low public acceptance level,insufficient self-capability building and unclear management and supervision system.It is the trend that agricultural technology associations will participate in more science and technology service work.Finally,the author proposed suggestions on improving the service of agricultural technology associations,including standardizing the management,integrating the resources,and running the associations with high efficiency and low cost.%科技服务是农业科技社团向社会提供的重要的公共服务产品,农业科技社团推进社会力量购买服务工作,完善公共服务供给模式是其发展趋势.笔者以江苏省为例,分析了科技社团承担科技服务任务的优势与劣势,提出了科技服务工作能力提升路径.研究表明,科技社团从事科技服务立场更中立、专业化程度更高、资源整合能力更强、运行模式更接地气.科技社团从事科技服务也存在政府职能转移阻力大、民众接受程度较低、自身能力建设不够、多头管理监管不力等问题,并针对问题提出了提升新型职业农民经营能力、更新从业人员知识结构、探索科技评价工作,以及开展高效精准科技服务等建议.农业科技社团更多参与农业科技服务是科技社团承接政府转移职能大形势的必然使命,应该练好内功,逐步规范管理、整合各方资源,以更高的效率、更低的成本提供更加优质的科技服务.
