论大学学术管理“泛行政化”及其应对策略--基于组织文化的视角

Nowadays managerialization is the main problem of university academic management ;Ac-ademic culture and the staff are being marginalized . Organizational culture is the key theory of the university academic management .Therefore ,from the organization culture of university ,the university management should do :pay attention to the system environment construction ,set up the“academic-o-riented” academic management concept ; standardize administrative power , enhance the service consciousness of administrative power ; establishing academic oriented university interior joint governance structure;management center of gravity down ,attaches great importance to the academic management of grass -roots academic organization .%　　我国现行的大学学术管理表现出较强的“泛行政化”，学术文化和学术人员处于被边缘化的境地。大学学术管理具有较强的文化特性，为此，基于大学的组织文化特性，大学学术管理应该做到：注重制度氛围建设，建立“以学术为本”的学术管理理念；规范行政权力，增强行政权力的服务意识；确立以学术为导向的大学内部联合治理结构；管理重心下移，重视基层学术组织的学术管理。
