基于总量控制的盐城农业用水管理策略研究

摘要

Taking Yancheng as example,this paper expounded the general situation of agricultural development,analysized agricultural water use, and pointed out the main problems existing in agricultural water management,hought about several water use management strategies such as tuning planting structure,improving the management system,improving field supporting, strengthening water metering, exploring institutional incentive,controling non-point source pollution,improving agricultural water saving,strengthening propaganda and education.Which would provide better support and reference for water-saving agriculture construction,and coastal development.%以江苏省盐城市为例证，阐述了农业发展概况，分析了农业用水量，指出了农业用水管理现存的主要问题，思考了调优种植结构、完善管理体制、提高田间配套、加强用水计量、探索制度激励、防治面源污染、推进农业节水、强化宣传教育等加强农业用水管理的策略，为建设节水型农业、更好地服务沿海发展提供支撑和借鉴。
