网络主权原则是维护国家网络空间利益和推动国际网络空间治理新秩序变革的关键,而网络主权保障能力成为国家有效实现主权管辖的关键.针对当前我国网络主权保障特别是网络自卫权保障力量建设滞后、防卫职能划分不明确的问题,阐明了由政府、社会和军队构成的军民融合国家网络主权保障力量体系,重点分析了军事力量是网络主权保障的基石,提出了军民共筑网络边防、加强网络防御指挥体系和网络国防力量建设的保障对策建议.%The principle of cyber sovereignty is essential to guarantee national cyberspace interests and to facilitate the transformation of international cyberspace governance. Therefore, the ability of cyber sovereignty protection is vital to the realization of the sovereignty jurisdiction. However, in the field of cyber sovereignty protection, especially in the building of supporting force in self-defense right, we are still lags behind, the functional division of defense is not clear as well. The paper therefore introduces a national cyber sovereignty supporting force system featuring civil-military integration, which is composed of the government, the society and the military. Then, the paper illustrates that the military should be the cornerstone of cyberspace protection. Last but not least, the author puts forward some countermeasures which include the civil -military cooperation in cyber border defense, the strengthening of the cyberspace defense command system and the building of cyberspace defense force.
