In order to promote the farmer additionally receiving, optimize the distribution of labor resource, strengthen the construction of infrastructure in rural area, accelerate the adjustment of the structure of agriculture and promote agricultural industrialization, main theories and viewpoints on labor resource distribution at home and abroad were reviewed in this paper, and on the bases of theory of labor resource distribution, the priority of the construction of new countryside in the west of China was suggested as follows: to truly reinforce the construction of infrastructure in countryside and to transfer extra labor in local area; to optimize the structure of agriculture and to properly distribute its labor resource; to promote agricultural industrialization and to distribute optimally labor resource.%为促进农民增收致富,实现劳动力的优化配置,加强农村基础设施建设、加快农业结构调整、推进农业产业化,阐述了国内外劳动力资源配置的主要理论及观点,并在劳动力资源配置理论的指导下,提出现阶段西部地区新农村建设的重点,即大力加强农村基础设施建设,实现农村劳动力的就地转移;调整优化农业结构,合理配置农村劳动力资源;推进农业产业化,优化配置农村劳动力资源.
