实行校院两级管理体制改革的思考

             

摘要

The two-tier management model reform of colleges and universities was inevitable selection of connotation construction for university.In terms of rights and responsibilities , the concept of conversion , operation monitoring mechanism , incentive mechanism to reflect on this reform model was divided.The two -tier management model reform should follow the lean and efficient management reform principles and achieve the unity of rights and responsibilities and strengthen the dominant position of college with changing concepts and improving operational oversight mechanisms .In this way , the decentralization would be truly achieved and the educational vitality would be enhanced with improving operating efficiency.%高校校院两级管理模式改革是高校进行内涵建设的必然选择。本文从责权划分、观念转换、运行监督机制、激励机制等方面对这一改革模式进行反思。校院两级管理体制改革只有本着精干高效的原则,实现责权统一,强化学院主体地位,转变观念,健全运行监督机制,才能真正实现权力下放,增强办学活力,提高办学效益。
