Thus, their environmental risks are low and controllable, and their industry transparency is high,which means a large amount of regulatory costs are wasted. What's more,present hazardous transport vehicles can not meet the need of high transportation volume of them. Therefore,it is advised that the list of exemptions from hazardous waste management should be expended, some of the management aspects should be exempted and the problem of the linkage between exemptions' transfer online and electronic manifests. Furthermore, general industrial solid waste directory and industrial byproduct directory should be published, specialization of law enforcement officers should be accelerated and the emphasis of regulatory should be turn into some products that have low transparency,high difficulty in regulatory or haven't been regulatory,easy to be discarded into environment or have a high risk to human health.
