广西河道采砂管理工作中存在的问题及对策

摘要

论述了广西河道采砂管理工作的指导思想、基本原则和工作目标。分析了广西河道采砂管理中存在的立法不完善、非法采砂现象屡禁不止、河道采砂规划编制推进缓慢、河道采砂许可管理混乱、联合执法长效机制未建立等问题，并提出了相应的对策。%With regard to administration of sand mining in river course, the author made an introduction on the guide ideologies, basic principles and work objectives of Guangxi;analyzed the existing problems such as imperfect legislation, repeated failure to prohibit illegal sand mining, slow progress of river sand mining planning, confused ad⁃ministration of river sand mining permit, long-term joint enforcement mechanism being not established;and put for⁃ward countermeasures.
