中西方公务员分类制度比较

         

摘要

Since the nineteen eighties, in the times of the industrialization after the model of new public management ideas and methods under the influence of our country's civil service system research to the extensive academic attention. How will the western developed countries has the successful experience of China's market-oriented reform fit, our civil servant system to provide a good way to reduce the cost, system innovation is the reform of the civil service system of our country is facing a major issue. Based on China 's special political and cultural tradition and current society is facing opportunities and challenges, the civil servant management system reform and innovation will be a long and arduous journey, based on the classification system of civil servants in comparison to the corresponding review, and from the civil servants in our country a few proposal that the system reforms.%自20世纪80年代以来,在西方后工业化时代新公共管理模式的理念和方法影响下我国的公务员制度研究的到了学术界的广泛重视。如何将西方发达国家已有的成功经验与中国市场化改革相契合,为我国公务员制度创新提供良好的途径,降低制度创新成本是我国公务员制度改革面临的重大课题。基于我国的特殊政治文化传统以及当前社会面临的机遇和挑战,公务员管理制度改革创新将是一条漫长而艰辛的征途,本文就中西方公务员分类制度的比较作出相应综述,并从中提出对我国公务员制度改革的几点建议。
