农民工子弟学校公益办学模式研究--基于新公共管理视角

摘要

农民工子女教育问题是我国城市化进程中的重大社会问题，关系到社会的和谐、稳定与发展。文章从新公共管理的视角出发，在对农民工子女教育问题的宏观背景加以分析基础上，指出来自政府与市场的失灵，从而提出 NPO 为主体的公益办学模式，并进行模式构建和外部风险分析，力图为农民工子女教育问题的解决提供新思路。%Migrant workers children's education problem is a significant social problems in the process of city development, related to social harmony, stability and development. This article from the perspective of new public management, on the basis of analyze the macro background of migrant workers children's education problem, point out the failure from the government and market, then propose school running mode which the NPO as the main body , and construct the model and analyze the external risk.
