民办社会工作服务机构承接政府服务项目可行性与困境研究--基于成都市青羊区的实地调查

With the social transformation and the change of government function, our government encourages and supports the development of the non-governmental social work services agency, and strengthens the construction of government purchasing the social work services agency’ services. Therefore, there is a “spring”of social work .The development of social work services agency in Chengdu Qingyang Area is both joy and sorrow. From the aspects of politics, economy and technology, analyzing the feasibility of non-governmental social work service agencies undertake government service programs, exploring the dilemma from the mechanism of government purchasing services and the ability of non-governmental social work service agencies, and trying to give policy suggestions on promoting non-governmental agencies undertake government service programs more effectively.%随着社会转型与政府职能转变，政府更加鼓励和支持民办社工服务机构发展，进一步推进政府购买社会工作机构服务项目制度化实施，迎来社会工作的“春天”。成都市青羊区民办社工机构的发展形势，既喜也忧。从政治、经济、技术三方面分析民办社工机构承接政府服务项目的可行性，以及从政府购买服务机制及社工机构能力建设两方面探讨其面临的困境，试图就促进民办社工机构更有效承接政府服务项目提出一些对策建议。
