The conceptual framework of public and private HEIs is defined in view of multidisciplinary study fields, such as Law, Economics and Political Philosophy. The public-private dualism is an ideal model for organizational classification. However, it has been a global phenomenon that the boundary is increasingly blurred between public and private HEIs by way of different forms and time in each country. Some dynamic features behind the phenomenon can be identified, including the ‘public-private partnership’ in the supply pattern of higher education, the‘resource dependence’ in the financial pattern of higher education and the‘private juridical person’ in the governance pattern of modern HEIs, which will be the three trends shaping the future of modern HEIs.%大学公私属性的概念框架是在法学、经济学和政治哲学多学科研究领域的基础上界定的，公私二元论只是一种划分组织类型的理想模式。但在现实情况下，“大学公私界限模糊”已成为一种全球现象，只不过在每个国家的表现形式和出现时间不同而已。然而，从现象背后又能发现一些动态特征：高等教育供给模式的“公私合作”、高等教育财政模式的“资源依赖”以及现代大学治理模式的“私法人化”，同时这也是现代大学未来发展的三大趋势。
