合同能源管理融资:现状与突破

摘要

Based on the stakeholder theory, this paper defines the stakeholders in the development of China transgenic technology from the benefit perspective and comprehensively analyzes the power and benefit of the stakeholders by applying Mendelow matrix of power and benefit. Taking the analysis of benefit relationship of the state department, local government, scientific research institutes, China-invested enterprises, grain farmers, food consumers as basis , this paper puts forward related proposals on how to coordinate theses benefits.%融资是制约合同能源管理在我国发展的一个重要原因,必须采取有针对性的金融支持政策.在梳理国内现有的金融支持手段的基础上,借鉴国外成功的能效融资的经验,提出了在金融支持合同能源管理方面应当创新融资方式,特别是在提高财政资金使用效率、发展政策性金融及未来权益融资产品的开发等方面积极推进.
