政策工具视阈下中国创新驱动发展政策研究

摘要

尝试构建以政策工具、创新驱动过程为基础的二维度政策分析框架,分析创新驱动发展政策中存在的问题,以便提出具体、微观、有针对性的政策工具优化建议.经过分析发现,中国创新驱动发展政策存在不同类型政策工具使用不均衡、同类型政策工具中子工具使用不均衡、不同创新驱动过程的政策工具使用不均衡、各省市政策工具分布情况与中央趋同等问题.可通过优化政策工具体系、优化政策工具在创新驱动过程中的使用结构、因地制宜制定具有区域特色的创新驱动发展专项政策等措施解决.%The paper established two-dimension policy analysis framework on the basis of policy tools and innovation-driven processes,to analyze the existing problems in innovation-driven development policies,for putting forward specific,microcosmic and pointed suggestions.Results of content analysis show that unbalanced policy tools usage frequency lies in different types of policy tools,different innovation-driven process and sub-tools of the same type of policy tool.Besides,the distribution of policy tools in different provinces and municipalities is same as central government.Suggestions are as followed:optimizing the policy tool system;optimizing the utilization structure of policy tools in different innovation-driven processes;making innovation-driven development policies according to the regional characteristics.
