公共研发绩效评价的内在要求

     

摘要

This paper reflects the limitations of the current performance evaluation paradigm in the context of Science,Technology and Society (STS),and the different understanding of the public R&D performance evaluation based on the different subject backgrounds and demands.The stakeholders from the fields of science and technology,society,government and the public in STS,constructs a complete dynamic model of performance evaluation by means of interaction,dialogue and negotiation.This new model follows the scientific performance evaluation basic requirements,and overcomes the limitations of the original evaluation mode.It ensures the public R&D performance inherent quality reflecting STS horizon expansion of four-dimensional evaluation framework,and pursuing a comprehensive and unified the external performance.Only according to the inner requirement of the public R&D performance evaluation and the classification and hierarchical principle of evaluation objects,the content framework of the performance evaluation could be better designed.%本文在科学、技术与社会(STS)语境下反思了当前绩效评价范式存在的局限,对于公共研发绩效评价的不同认识和不同学科背景与诉求形成了不同的研究进路,STS视域中科技、社会、政府、公众所组成的利益相关者,在互动、对话、协商中建构了一个完整的公共研发绩效评价的动态模式,这种新模式遵循绩效评价的科学性基本要求,克服了原有评价模式的局限,既保证了公共研发绩效内在品质——体现STS视域扩展的四维评价框架,又追求绩效外在表现的全面与统一.在公共研发绩效评价的这种内在要求下,结合评价对象的分类分层原则,才可以更好设计绩效评价的内容框架.
