基于日本森林计划制度和森林组合制度探析日本森林善治特征

摘要

日本在森林资源管理理论与实践方面一直走在世界前列。日本森林计划制度和森林组合制度是森林资源管理体系的重要支撑，维护着森林资源的科学、民主和高效管理。从森林治理的视角，对日本森林计划制度和森林组合制度进行剖析，探讨其森林善治特征，以期对我国森林资源管理制度的完善提供借鉴。%In theory and practice of forest resource management,Japan has been taking its place in the front ranks of the world.Japanese forest planning system and forest owners’cooperative system are the important support for the forest resource management system and maintains scientific,democratic and high-efficient management of forest resources.This paper analyzes forest planning system and forest own-ers’cooperative system from the perspective of forest governance,discusses characteristics of forestry good governance in Japan,so as to provide references for perfecting our forest resource management system.
