北京山区生态林管护员现状及发展对策分析

         

摘要

北京山区生态林补偿机制的实施,增加了山区农民的收入,但关于生态林管护员的现状还不清楚,在一定程度上影响着生态林补偿政策的不断完善.文章选取昌平、房山、怀柔和延庆4个区县14个乡镇39个村庄,调查生态林管护员的选用条件、组织管理机构以及管护报酬情况.结果表明:生态林管护员的年龄主要集中在50岁左右,初中学历以下的管护员占86.4%.乡政府是实施生态林管护工作的责任主体,行政村为具体的实施单位.生态林管护员的年均报酬为5331.80~9213.24元,同一区县的不同行政村生态林管护员的年报酬也有一定的差距.生态林管护员报酬占林业总收入的55.59% ~75.15%,在家庭收入中所占的比例均数为23.56% ~29.70%.多元化促进生态林管护员增收,重视山区劳动力结构改善是生态林补偿需要关注的课题.%The implementation of ecological forest compensation mechanism has increased farmers' in-come in Beijing mountainous area. However,the current situation of life and working for ecological forest protection and management workers has been unclear. In order to improve the policy of ecological forest compensation,the selection conditions,organizational management as well as the income for workers were investigated in 39 villages which distribute in the Changping, Fangshan, Huairou and Yanqing districts that involved in the compensation policy. The results showed that the age of workers was concentrated at about 50,among which 86.4% of educational background was under junior middle school. The township government was responsible personnel,and the administrative village was the affiliated unit for implemen-ting the management and protection of ecological forest. The average annual reward of workers ranged from 5331.0 to 9213.24 RMB, and the difference among different administrative village in the same districts was obvious. The ratio of average annual wage of workers to average annual income was from 55.59% to 75.15% and to the all family income was from 23.56% to 29.70% respectively. The results demonstrated that promoting the reward raise in multivariate ways and improving the labor structure should be paid attention for further perfecting ecological forest compensation policy.
